Here we are concerned about an orator whose quality is to attract the audience..And hence the adjective  "enthralling" suits the most.Hence the sentence will be completed as :

We were amazed that a man who had been heretofore the most  enthralling of public speakers could, in a single speech, electrify an audience and bring them cheering to their feet
