We can decode it as:

  • $U+2=W$
  • $P-2=N$
  • $G+2=I$
  • $R-2=P$
  • $A+2=C$
  • $D-2=B$
  • $E+2=G$

we start with $+2$ and alternate $-2,+2,-2,+2,\dots $ for each letter. similarly
