Two equations :

Rural Population = R

Urban Population = U

Total Population = T

Therefore : U + R = T

From the data in sanitation table :
Urban Population with Sanitation + Rural Population with Sanitation = Total Population with Sanitation

Therefore : 0.7*U + 0.14*R = 0.29*T

0.7*(T – R) + 0.14*R = 0.29*T

0.7*T – 0.7*R + 0.14*R = 0.29*T

0.56*R = 0.41*T

R = 0.73 *T

Rural Population is 73 % of Total Population
